Open-source contribution guide is now public

The public contribution guide for Zerverless Development Kit and Open Zerverless is now available. It covers the information that makes a contribution reviewable: a reproducible use case, the relevant AWS constraints, expected behavior, and a focused proposed boundary.

The goal is to make improvements easier to evaluate without asking contributors to reverse-engineer the project conventions from existing code alone.
